Assistant Directors - Integrity Investigations, Referrals and Advisory

Who we are People Division, led by the Chief People Officer (CPO), provides human resources (HR) functions for the Department of Climate Change, Energy, the Environment and Water (the department) with a clear focus on the department's most valued asset: its staff. Alongside contemporary HR functions, projects and strategies People Division is also responsible for: enhancing the department's focus on safety, enterprise bargaining, cultural and change management, Professional and Ethical Standards, the department's response to Australian Public Service (APS) reforms. The Professional and Ethical Standards Branch (PES), within People Division, sets the integrity policy framework and works to prevent, detect, and respond to internal fraud, corruption and misconduct, liaising closely with internal stakeholders to build a pro-integrity culture through positive workplace values and behaviours. The Branch is comprised three teams: Referrals and Advisory, Investigations, and Strategy, Policy and Engagement. Integrity Investigations - Assistant Director: There is one vacancy within the PES Investigations team. This team is responsible for undertaking preliminary enquiries and investigations into suspected misconduct and other inappropriate behaviours, including fraud and corruption. The team is also responsible for the department's review of action scheme and managing the department's fraud and corruption control framework. In this role you will have carriage of a diverse caseload and responsibility for undertaking a broad range of investigative processes. You will contribute to strategic and project work within the branch, including by supporting building awareness and understanding of the department's investigation processes, fraud and corruption control frameworks and review of action scheme. Referrals and Advisory - Assistant Director: There are two vacancies within the Referrals and Advisory team. This team is responsible for receiving and assessing reports of inappropriate behaviour and providing advice on the department's integrity policies and procedures, including providing targeted support and coaching to managers to assist with addressing complex behavioural issues. The team is also responsible triaging and assessing reports to establish if they give rise to serious or systemic corruption and managing mandatory referrals to the National Anti-Corruption Commission. The team manage and coordinate disclosures made under the Public Interest Disclosures Act 2013, including providing advice and support to the department's delegated Authorised and Principal Officers. The team also undertake Pre-employment Screening Assessments in circumstances where there is potentially adverse information identified, including past misconduct, conflicts of interest and criminal history. In this role you will manage a large and diverse caseload and will be responsible for coordinating critical processes including Public Interest Disclosures and suspected corruption issues. You will contribute to strategic and project work within the branch, including supporting building awareness and understanding of the department's processes for managing reports of inappropriate behaviour, fraud and corruption, disclosable conduct and serious and systemic corrupt conduct. The key duties of the position include The Job As an Assistant Director - Investigations , you will be responsible for: Leading a team to conduct complex investigations and fact-finding inquiries into allegations of internal integrity related activity across the department, including fraud, corruption and suspected breaches of the APS Code of Conduct. Providing expert advice on matters specific to the section's remit, such as the department's integrity policies, application of, and adherence, to procedures for determining breaches of the APS Code of Conduct and imposition of sanctions, corruption issues, and fraud control. Translating investigative insights into effective integrity, fraud and corruption risk mitigation measures. Coordinating senior briefings and reporting across the department on investigative outcomes. Harnessing new and emerging best practices to continually mature the Department's investigation capability. Mentoring officers within the team, including leading capability and training programs, and providing opportunities for professional development in line with performance objectives and Branch priorities. Leading the development and delivery of the investigation program's governance, policy and guidelines frameworks. Contributing to the broader work of the section to embed and promote a pro-integrity culture across the department. Building and maintaining strong and trusted relationships with key internal and external stakeholders. As an Assistant Director - Referrals and Advisory , you will be responsible for: Leading a team who conduct assessments into allegations of inappropriate behaviour, including suspected fraud and corruption. Manage a large caseload by triaging and prioritising cases for action, and ensuring cases are assessed in a timely manner having regard to risk, complexity and that supports the development of informed recommendations on handling. Providing expert advice on matters specific to the Branch's remit, such as the department's processes for managing reports of inappropriate behaviour, early intervention and local management action, integrity policies, Public Interest Disclosure procedures and matters that may give rise to serious or systemic corruption. Managing the department's Public Interest Disclosure coordination function - including providing advice on the PID Scheme and referring matters to Authorised Officers and providing support to Authorised and Principal Officers. Developing regular caseload reporting that has regard to themes and trends. Provide input and draft high-level, strategic and operational briefs including for Senate Estimates, Executive Board and for other Committees. Manage the department's assessment of matters referred for Pre-employment Screening, including providing assessment and advice on disclosures of prior misconduct and/or disclosable criminal history and conflicts of interest. Building and maintaining strong and trusted relationships with key internal and external stakeholders. Mentoring officers within the team, including leading capability and training programs, and providing opportunities for professional development in line with performance objectives and Branch priorities. Working effectively with stakeholders across the department to drive prevention initiatives, including outreach, communication and awareness raising. Contributing to the broader work of the section to embed and promote a pro-integrity culture across the department. What we are looking for Knowledge and experience Demonstrated ability to drive high quality assessment and investigative outcomes, effectively prioritising and progressing an investigative caseload, having regard to relevant legislation and policy. Demonstrated complaint management, analytic and assessment experience, and the ability to coordinate complaint management processes/frameworks, leading a team to assess and analyse complex information to form assessments and recommendations that effectively manage risk across the department. Demonstrated ability to produce high-quality written reports, briefs and other communications. Ability to think strategically, collaborate, identify risks and build capabilities using data, analytics, systems information sharing and innovative tools. Ability to lead teams effectively - leading and empowering staff to deliver program outcomes and build capability and development across teams. Skills and capabilities Exceptional judgement and discretion. Superior interpersonal and communication skills (both written and verbal) including managing of challenging situations and dealing sensitively and diplomatically with diverse views. High levels of initiative with the ability to prioritise and drive high quality outcomes. Sound judgment, ability to prioritise, to exhibit neutrality in relation to sensitive or difficult matters. A proven ability to lead, manage, motivate, and mentor staff who are managing highly sensitive, complex and at times challenging integrity concerns. Mandatory Qualifications Diploma in Government Investigations, or equivalent, or ability to obtain.
