Government Contracts Specialist and Project Manager

: The Government Contracts Specialist and Project Manager candidate will have experience and strong aptitude in three domains: government contract administration, project management, and capture management. The ideal candidate will have experience developing proposals and performing contract administration for federal, state, and municipal customers. This position serves as Agiliti's subject matter expert for all government contract-related activities - including the Federal Acquisition Regulation. This position will also contribute as a project manager for federal, state, or local government contracts. The project manager will be the customer facing focal point for contract execution, interfacing between our customers and the front-line employees performing the work. PRIMARY OBJECTIVES AND RESPONSIBILITIES Contract Management- 40% Managing government contracts is the most significant aspect of this role. Creating the processes and infrastructure necessary to efficiently perform the work will be an initial task that will consume 80-90% of the initial work effort. Once those initial projects are complete, this aspect will consume40% of the effort. Specific tasks include: Manages and administratively maintains all Agiliti Federal, State, and Municipal contracts such as the Agiliti Federal Supply Schedule, Blanket Purchase Agreements, Indefinite Delivery/ Indefinite Quantity Contracts, and others. Maintains all contract-related documentation. Maintains all Federal Contract Databases such as the System for Award Management. Develops and maintains an Agiliti data base to better track and manage government contracts Analyzes new contracts for consistency with proposals; determine the effects of any inconsistencies; negotiates, coordinates, and approves contract changes. Establishes and maintains CO/COR relationships by serving as the single point of contact for all contractual matters. Maintains expertise on government regulations and commercial trends. Coordinates with Agiliti's Compliance and Legal Departments to ensure Government awarded contracts comply with all federal regulations. Coordinates and oversees invoicing. Serves as the contract specialist / contract administrator for various contracts. Project Management - 25% After contract management processes and infrastructure are in place, project management responsibilities will be assigned. The project manager for a government contract will serve as the primary customer point of contact for all operational issues. Specific tasks include: Initiates, plans, & controls all assigned projects. Manages multiple concurrent projects. Collaborates with multiple functions, while always owning project results. Hosts project kickoffs, project reviews, and project close-outs as appropriate. Schedules ad-hoc calls as needed for issue resolution. Manages cost, schedule, and risk for all projects assigned. Ensures contractual compliance. Coordinates the activities of all stakeholders. Capture Management - 25% As the subject matter expert for government contracts, this role will work closely with the sales team and others to assess opportunities for additional business. The role provides expert advice for the pursuit team in developing and substantiating a winning value proposition that meets the needs of the customer, including analyzing critical business drivers and risks. Specific tasks include: Develops responses to government requests for proposals, quotes, and information. Assists in opportunity qualification and risk assessment. Reviews solicitations. Reviews T&Cs (terms and conditions). Participates in bid/no bid decisions and proposal review meetings. Administrative activity - 10% Perform other duties as assigned, including required training. QUALIFICATIONS Bachelor's degree in Finance, Accounting, Business Administration, Contract Management, or compensatory work experience. Working knowledge of FSS/DAPA/ECAT and Prime Vendor Contracts. 3 Years experience in contract management with VA, HHS, or DoD contracts. 2 Years experience in writing proposals for services. Experience as a contracting officer or contract specialist for a government agency. Experience within the Healthcare Industry is preferred. Nationally recognized federal contract manager certificate preferred. Nationally recognized PMP certification preferred. Advanced degree in contract management, business administration, accounting, engineering, or a related field preferred. Willingness to travel up to 10%. Must successfully pass a government background screening. KNOWLEDGE, SKILLS, AND ABILITIES Excellent written and oral communications skills. Excellent presentation skills. Excellent interpersonal skills. Ability to self-prioritize work, work both independently and as part of a team. Ability to use soft skills to lead teams of internal matrixed resources and customer resources. Computer proficiency in Microsoft Office products (Access, Excel, Outlook, PowerPoint, Word).
