Senior Managers: Operations Various Roles, Data Sourcing Operations

The Australian Bureau of Statistics (ABS) is seeking to recruit Various APS6 Senior Manager s in our Data Sourcing Division (DSD). Our objective is to create a merit pool of suitable candidates to support current and expected vacancies across DSD. The successful applicants can work out of either of our offices located in Geelong, Melbourne, Canberra, Sydney, Darwin, Brisbane, Adelaide, Hobart or Perth, although flexible working arrangements (including a hybrid model of working from home and the office) apply. About the area The Data Sourcing Operations (DSO) branch sits within the Data Sourcing Division and is part of the ABS' Data and Statistical Practices Group. We are responsible for providing a wide range of high quality, timely and cost-effective data collection services to support production of the ABS business and household population statistics. Client Engagement and Despatch Unit (CEDU) Primarily based in Geelong, CEDU are responsible for the operational planning, execution and reporting of data sourcing strategies for business and selected household surveys via both inbound and outbound call services. The Despatch and Capture Unit undertakes first contact with data providers through printing and despatch of survey correspondence material to all households and businesses selected in ABS collections. Household Survey Operations (HSO) HSO is responsible for strategic operational planning, execution of complex data sourcing operations and reporting of survey outcomes for ABS household surveys. We do this through management of a national workforce of remote field workers. About the roles We have multiple roles to fill across the following work areas: Survey and Field Operations (CEDU, HSO) The Operations Managers lead and manage teams that are responsible for the timely collection of confidential provider data. Roles and responsibilities vary, however typical responsibilities include: Leading and managing a team to meet operational targets and deadlines for both household and business survey collections in a fast paced and dynamic work environment. Using sound judgment to make critical operational decisions with a strong focus on quality, effective process and safety. Engaging with stakeholders to ensure joint understanding of survey response rate and quality targets, field and contact centre intensive follow up strategies development and reporting deliverables. Managing survey program reporting, contact centre and field resource allocations, operational planning, data analysis and quality assurance. Managing the performance, capability, and development of staff. Teams predominately work in a hybrid environment split between office and work from home. Some teams may be geographically dispersed. Performance Reporting and Knowledge Management (CEDU) The Performance Reporting and Knowledge Management Managers will lead a small team to deliver data capability including reporting and analysis that connects decision makers to management information and insights that better inform their decisions. Responsibilities include: Collaborate with CEDU executive and managers to understand requirements and deliver high-quality data, information and insights. Managing a team to: Create, organise, store, analyse, disseminate, and present data related to the day-to-day operations and IFU performance of CEDU to inform decision making and improve performance. Connect content with owners, embed best practice and engage and connect users to KM processes and systems so that key information is accessible on demand to support efficient and effective provider engagement. Establishing solutions to capture and maintain key section information, decisions, management information and artefacts to ensure relevancy to current operating contexts. Engage other CEDU managers to help them understand the knowledge management (KM) framework and content that will enable them to upskill their people. Assist in increasing efficiencies within CEDU, by contributing to ongoing improvements to management information production, data analysis and knowledge management. Managing the performance, capability and development of staff. The team is predominantly located in Geelong. Despatch Manager (CEDU) - Geelong only The Despatch Managers leads and manages a team that is responsible for the timely despatch of survey approach and reminder material. Responsibilities include: Managing a team to ensure efficient and effective printing and despatch of survey information and materials to meet tight deadlines and quality measures. Planning and managing inventory levels to ensure effective delivery of multiple concurrent survey correspondence schedules. Managing and maintaining the upkeep and servicing of production assets. Managing production room work health and safety initiatives and compliance. Managing the performance, capability and development of staff. The teams predominately works on site in the Geelong production facility. Allocations (HSO) The Allocations Manager oversees efficient national workload allocations for all household surveys in the field. Roles and responsibilities vary, however, typical responsibilities include: Leading a team and creating high-level direction and guidance to deliver efficient and timely workload allocations nationally. Proactively engaging with stakeholders to develop and cultivate positive and mutually beneficial relationships. Proactively creating innovative solutions and driving ongoing process improvement. Conducting complex capacity planning using a wide range of data to aid in forward planning. Driving a high-performance culture with a focus on uplifting capability and development of staff. The key duties of the position include Ideally you will have most or all the following skills, qualities and experience: Advanced team management and leadership skills, including the ability to drive high performance, cohesion, and capability development within your team. Strong strategic thinking and the ability to link your team's outcomes to organisational objectives. Strong project or program management skills and the ability to deliver quality outcomes within a dynamic, complex, and fast-paced environment. Demonstrated ability to engage effectively with internal and external stakeholders, advanced verbal and written communication skills and presentation skills. Demonstrated ability to develop and implement forecasting models that consider factors such as seasonality, historical data, and external influences to provide reliable predictions for resource allocations. Strong analytical skills with the ability to interpret complex data into meaningful information for decision makers. Also desirable are: Qualifications in a field related to the roles outlined in section 3 (e.g., operations management, program/project management and planning, people management, data and knowledge management). High level proficiency with I.T systems and software (i.e. Microsoft suite and Customer Relations Management tools).
