Senior Program Officer

Emergency Management Training (EMT) delivers quality disaster management training curriculum products and services and provides a holistic approach to the capability enhancement of disaster management stakeholders through the management of the Queensland Disaster Management Training Framework in accordance with s.16A(c) of the Disaster Management Act 2003. Reporting to the Manager (EMT), you will be responsible for leading and managing the training standards and reporting team to ensure the development, review and continuous improvement of policy and procedures; validation and compliance with quality and standards; and effective operation of the Disaster Management Learning Management System to support the requirements of Queensland disaster management stakeholders. Your Key Accountabilities: The core capability requirements for this role are: Lead the business processes and operations of the learning management system, including contractual negotiation and liaison, and performance management of the external provider to ensure system user satisfaction and training data integrity. Manage validation reviews on disaster management training delivery and curriculum, including state-wide compliance audits to ensure currency with current legislation, regulations, and industry standards. Manage and coordinate the induction, appointment, professional development, and competency maintenance of disaster management trainers to ensure quality, contextualised training which meets sector needs. Develop and maintain disaster management training policy and procedures in line with departmental and sector best practice frameworks and guidelines. Manage and coordinate performance measure reporting on disaster management training including preparation of submissions, reports, briefs, and correspondence, in accordance with departmental requirements. Provide advice on disaster management education and training to internal and external stakeholders to ensure best practice delivery of contemporary learning programs. Negotiate and coordinate training delivery agreements with external agencies to ensure compliance with legislation and training standards. Foster productive networks and partnerships with internal and external stakeholders and liaise, consult, and negotiate regarding training practices, policies, and procedures. Role Requirements: Technical/Operational/Educational experience: Knowledge, experience, or qualifications in training and education, and/or disaster management will be highly regarded. Other: Capacity to support operational duties during disaster events. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the State.
