About Our Client: Our Client sits within the head State Government Entity committed to shaping the future of energy through innovation and strategic planning. This group is predominantly responsible for providing key support to future energy projects, programs and reforms in a procurement capacity. About The Role: Position: Procurement Specialist Classification: VPS Grade 5 As a Procurement Specialist within the Energy Group, you will play a pivotal role in influencing and managing procurement activities. Your responsibilities will include end-to-end procurement processes, sourcing strategies, supplier relationship management, and ensuring compliance with government policies. This is a unique opportunity to contribute to the transformation of the energy sector in Victoria while enjoying a flexible work arrangement. Key Accountabilities: Undertake end-to-end procurement processes, adhering to government and departmental policies and frameworks. Provide authoritative advice to senior management, contributing to the establishment of panels, enhancing procurement processes, and ensuring value for money outcomes. Prepare and manage contract documentation, overseeing records and contract administration processes. Collaborate with internal stakeholders to assess opportunities, benefits, and risk management associated with procurement activities. Support coaching and mentoring initiatives to foster professional growth and development in procurement capabilities. Soft Skills: Communicate with Impact: Identify key messages, provide high-level advice, and tailor communication styles to diverse audiences. Working Collaboratively: Foster a culture of collaboration, overcome barriers to knowledge sharing, and identify opportunities for cross-functional teamwork. Project Delivery: Define tasks, coordinate and guide team members, and monitor progress against plans. Customer Focus: Identify and respond to customer requirements, tailor services to customer contexts, and manage risks to service delivery. Cultural Safety: Create environments free from racism and discrimination, ensuring inclusivity and participation. Desirables: Demonstrated knowledge of procurement practices and procedures, including familiarity with Victorian Government Purchasing Board guidelines. Tertiary qualification or extensive experience in procurement and contract management. Experience leading negotiations for contracts and pricing with suppliers. Background in strategic procurement and working knowledge of financial management systems. Ability to practice continuous improvement through market research, data analysis, and innovative thinking.
